Bed and breakfast is a distinct licence class in the national register, separate from a guesthouse, and we keep the two apart rather than merging them. The practical difference is the meal: a bed and breakfast licence covers breakfast as part of the stay, where a guesthouse licence may cover rooms and a shared kitchen only.
